SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

Gwynedd Rural Development Projects for the Rural Development Plan for
Wales 2007-2013: Rural Enabling Fund.

II.1.5) Short description of the contract or purchase(s): A series of
seven projects will be implemented in Gwynedd under the Rural Development
Plan for Wales 2007-2013. It will be possible for the projects to operate
as a series, in which individuals can move on from one stage to another
(and join the process at any stage), or take advantage of one or two
activities only.
There are two main sections to this contract:
• The operation of the Rural Enabling Fund project in its entirety.
• The operation of one of the three elements that interweave to create the
"Productive Communities" project – Identification and promotion of Local
Produce and Development of Supply Chains.
Enabling Fund.
The main aim of this work will be to establish, manage and operate a
source of funding and practical support (guidance/mentoring etc) to
facilitate rural enterprise, based on the themes of the Local Development
Strategy (e.g. local produce, environmental enterprises, renewable energy
and the creative industries) among individuals/companies (which could be a
new business or a new enterprise by an existing business) and groups
within communities (which could be existing community groups or informal
interest groups). The work is expected to contribute substantially towards
the cross-cutting themes of the Gwynedd Rural Development Fund, namely
community capacity-building, supporting agricultural families and
developing a positive image of Gwynedd. The Enabling Fund includes two
separate funds:
• Enabling Fund for Farming Families – for members of farming families.
• Enabling Fund for the Rural Economy – For other players within the rural
economy, including community groups and indigenous small and micro
businesses. The work will include the following:
• Pre-Application Support/Skills Development.
• Grant Fund.
• Skills Development/Mentoring.
Identification and Promotion of Local Produce/Products and Development of
Supply Chains (Part of the Productive Communities scheme).
The aim of the Productive Communities project is to add value to the
unique characteristics of Gwynedd, its assets, produce and “offers” and to
maximise the economic benefits for rural communities. This project will
emphasise Gwynedd's unique selling point - the quality of the environment
and its produce.
The target groups that have been identified for this work are:
• Small and Micro Enterprises (including Farming Families).
• Women.
• Community Groups.
• Young People.
• The Under-employed.
• The Elderly.
• Welsh Speaking Communities.
It is foreseen that there will be three main elements to this work: 1 -
Identification and Promotion of Local Produce and Development of Supply
Chains, 2 – Gwynedd’s Offer (Information Points and Outlets for Tourists),
3 – Wildlife Theatre. This is an invitation to tender for element 1 of the
work. Elements 2 and 3 form the contract for another project under the
Gwynedd Rural Development Plan – Productive Communities.
Identification and Promotion of Local Produce/Products and Development of
Supply Chains. Neither the scale nor the quality of Gwynedd’s local
produce/products (food, drink and crafts) is acknowledged adequately. From
the mountains of Snowdonia to the coast of Llyn and Meirionnydd, there is
a wealth of high-quality, varied produce and products. Among these are
products developed by craftsmen, local entrepreneurs and farming families.
Although they are located in rural areas, they are not only agricultural
producers. Local businesses produce a variety of produce, from meat and
dairy products, sweets and drinks, to wooden, woollen, slate crafts and
art.
As well as producers, the County has a large number of good quality
suppliers, from restaurants and cafes to tourist attractions and craft
shops. The need exists to develop strong relationships between producers
and suppliers at a local level in Gwynedd.
There are a number of projects that already exist to support and provide
advice within the industry. In general, these are regional and national
projects. However, the support available is patchy, and there is a lack of
guidelines for producers and suppliers regarding what is available in
Gwynedd.
The purpose of the Gwynedd’s Offer element of the Productive Communities
project is to combine and co-ordinate the projects and campaigns that
already exist (including the support and funding that is available,
together with guidance on statutory requirements such as Environmental
Health and Food Hygiene) for businesses in Gwynedd. The work will create a
local information service to refer businesses, enterprises, producers and
suppliers to the appropriate support.
In order to form the service, the project will work to identify local
suppliers, support them to identify their market, add value to the
produce/products, and identify all possible opportunities to maximise the
economic benefits of the produce/products.
The work will also provide assistance in marketing and promoting local
produce and products by such means as events and the production of
promotional materials, including the use of trial packs of local produce
and products, to enable tourists to try examples of the food, drink and
crafts of the area.

from January 2009 to February 2011.
