II.1.4) Short description of the contract or purchase(s): As part of its ongoing regeneration of the borough, Oldham MBC ("the Council") is seeking to appoint a strategic partner to deliver the development of high quality business space on the Albert Street site located in the Hollinwood district. This is the first phase in the planned creation of a significant economic hub on the "economic ring" of the M60, an office / business area of sub regional importance. The Council has embarked upon an ambitious land assembly programme and has successfully acquired key sites within the junction area. It is envisaged that these sites, in addition to any further land that may be assembled, will be brought forward for development over the next 10 - 15 years although the work on the Albert Street site is the only ascertained works package at the time of publication of this notice. The Council intends to enter into a Strategic Partnering Agreement ("SPA") under the terms of which the successful partner will deliver the work on the Albert Street site pursuant to a form of Development Agreement which will form part of the SPA. Under the terms of the SPA, the strategic partner may also be granted the opportunity to develop additional sites in connection with the development of the economic hub, but it should be noted from the outset that such opportunities will only be granted at the sole discretion of the Council and may be subject to changes to the strategic framework for the economic hub, or generally. Therefore, at this time, the work on the Albert Street site is the only definitive works package available. The SPA will last for an initial period of 5 years, subject to a possible extension for a further 5 years at the discretion of the Council. It is expected that the strategic partner will be able to deliver the work on the Albert Street site within a period of 2 years. Under the terms of the SPA and Development Agreements entered into pursuant to the SPA, the successful tenderer will (insofar as is necessary) provide [investment finance, undertake site assembly, reclamation and preparation work, demolish any existing buildings on site, prepare the site for construction and design and construct the buildings and services infrastructure required for the work on the Albert Street site, and potentially provide facilities management services for the Albert Street site]. From time to time during the term of the SPA, the strategic partner may be required (at the sole option of the Council) to carry out further works packages. The opportunities to develop, subject to the negotiation of the specific terms of any Development Agreement to be entered into pursuant to the SPA, the additional sites within the economic hub during the life of the SPA is likely to involve the same range of works and services as for the Albert Street site, as the particular development site requires.
