II.1.4) Short description of the contract or purchase(s): Cardiff Council
seeks a contractor to process mixed garden and food waste collected by the
authority. The contract to be for a period of 6 months (with option to
extend) commencing circa October 2008. The contract will provide for the
contractor to collect the mixed garden and food waste from the Council's
waste transfer station at Lamby Way, Rumney, Cardiff CF3 2HP and
process/dispose of the same such that there is no resultant residual waste
produced that the Council will have to dispose of (that is provide a
complete process and disposal service). The contract may provide for
Council employees to load the contractor's vehicles , at the Lamby Way
site, with the garden and food waste. Many municipal waste activities are
carried out at the Council's Lamby Way Site and the Contractor will be
required to carry out that part of the service , re collection, in a way
that does not impede the other activities carried out. The Council will
need to be satisfied that the contractor has all requisite processes,
plant, licences, permissions and the like in place to be able to transport
the waste to its site , process the same and dispose of any resulting
residual waste. This proposed contract is intended to provide the Council
with an interim solution to the processing and disposal of garden and food
waste, whilst the Council puts in place its long term arrangements.
It is anticipated that the daily/ weekly amount of food and garden waste
that will need to be collected and processed/disposed of by the contractor
will be 1 600 Tonnes per month but the Contract will not guarantee the
minimum levels of food and garden waste to be dealt with.
