SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

The Home and Garden Maintenance Service Contract.

Main site or location of works: Within the Borough of Sandwell.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The provision
of a home and garden maintenance service to a specified service level
agreement. The tenderer will be required to deliver a home maintenance
and/or gardening scheme, to home owners and those living in private rented
accommodation, across the borough of Sandwell.
The tenderer will need to have the capacity to achieve specific outputs
for each element of the service, 320 for the gardening and 1,100 for the
home maintenance. The tenderer needs to be aware of the wide variation in
the complexity of tasks and differing times to complete them, within the
two elements of the service.
There is also a requirement to supply defined monthly monitoring
information and attend regular meetings to oversee, and steer, the
project. The service is also only available to those meeting one or more
of the defined eligibility criteria. Service user eligibility criteria
are:
The elderly.
Clients who have physical disabilities that prevent them from carrying out
the defined tasks.
Those with health problems preventing them from carrying out the defined
tasks.
Clients whose independence and or safety will be increased or maintained
by receipt of the service.
Anyone living in a property where their heath and/or safety could be
improved by having minor works done.
Any resident whose level of vulnerability will be reduced upon receipt of
the service.
Those on means tested benefits.

LOT NO 1
TITLE: The Home Maintenance Service
1) SHORT DESCRIPTION: A home repairs and maintenance service aimed at
reducing vulnerability, increasing safety and security so that people
remain in their homes: achieving this through minor repair works done free
of charge and with a defined maximum allowance towards material costs.
Tasks range from: replacing washers/light bulbs, replacing/repairing
guttering & down pipes to the replacement of sinks, small windows and
doors. Signposting to other services.
2) COMMON PROCUREMENT VOCABULARY (CPV): 45400000.
3) QUANTITY OR SCOPE: Estimated cost excluding VAT:
Range: between 135 000 and 145 000 GBP.
LOT NO 2
TITLE: The Garden Maintenance Service
1) SHORT DESCRIPTION: A gardening service that is free of charge, and has
a defined maximum allowance for material costs, providing one off
hard-scaping to: improve access, reduce maintenance levels, reduce the
visual vulnerability of a property and increase safety and security. Tasks
range from: a general tidy up, repair replace fencing/posts, replacing
lawns with slabbing/gravel, levelling/replacing damaged slabs and
repairing /replacing gates. Signposting to other services.
2) COMMON PROCUREMENT VOCABULARY (CPV): 45112712.
3) QUANTITY OR SCOPE: Estimated cost excluding VAT:
Range: between 180 000 and 200 000 GBP.
