The objective of the Third National Program for Community Empowerment in Urban Areas Project is to assist Government of Indonesia (GoI) to ensure that the urban poor benefit from improved socio-economic and local governance conditions. There are four components to the project, the first component being community and local government capacity building. This component will primarily carry out two activities: (i) finance the cost of facilitators to carry out social intermediation activities and community training and in supporting Badan Keswadayan Masyarakat (BKM); and (ii) finance training and capacity building of local government to strengthen their support to National Program for Community Empowerment (PNPM). The second component is the Kelurahan grants. This component supports block grants to Kelurahans, the value of which depends on the size of the population and disbursements. The third component is the implementation and technical assistance. This component will finance the following activities: project management and technical assistance, Monitoring and Evaluation (M&E) capacity building, program evaluation, and accountability and transparency. Finally, the fourth component is the contingency for disaster risk response.
