   -Successful experience as a prime consultant in the execution of at least three (3) national-level system development projects*;
*“National-level system development project” refers to a system development project commissioned or overseen by a central government agency or ministry, designed for implementation across multiple provinces, regions, or at the national scale.

-The Consultant must have five (5) or more years of experience in implementing IT or software development projects in collaboration with government institutions, involving coordination with departments or units at multiple levels (e.g., national, regional, or sectoral).

-Five (5) or more years of demonstrated experience in providing technical support, development, or system administration for enterprise-level (Large organizations with thousands of users) IT systems involving cross-platform applications and integrating multiple operating systems (e.g., Windows Server, Linux, Unix, etc).

-Two (2) or more years of demonstrated experience in working with diverse stakeholders, including international donors, public and private sector entities, and citizens.
Experience working with or supporting water authorities and River Basin Authorities (RBAs) in the development or implementation of IT solutions.
